Chapter 2 investigates the importance of investing in public and social capital for future prosperity and inclusion. The chapter takes up a number of issues discussed in previous EEAG reports that have been significantly exacerbated by the crisis, such as taxes on consumption and land to share the burden of Corona debt, or youth welfare in the social function through climate-friendly policies. The chapter also examines the sustainability of the large debts taken on during the crisis, which depends on growth and adequate investment.
