Richard Musgrave Visiting Professorship 2018: Michael P. Devereux

The 2018 Richard Musgrave Visiting Professorship was awarded to Professor Michael P. Devereux. Michael Devereux is Director of the Oxford University Centre for Business Taxation and Professor and Associate Dean for Faculty at the Saïd Business School at Oxford University. He has been an active member of the CESifo Research Network since 2006 and a member of the ifo Institute’s Scientific Advisory Council since 2016.

From 2012 to 2015 he was President of the International Institute of Public Finance (IIPF), of which Richard Musgrave was honorary President. Professor Devereux is also a research director of the European Tax Policy Forum, and research fellow at the Centre for Economic Policy Research. Michael Devereux was a member of the CESifo European Economic Advisory Group (EEAG) from 2006 to 2011.

Professor Devereux’s research focuses on the field of business taxation. He has studied the impact of taxation on employment, investment and financing decisions, as well as multinationals’ location choices. His publications on the various aspects of taxation competition between countries are among the most frequently cited articles in this field. He has also made significant contributions to business tax policy questions, including developing the concepts of the allowance for corporate equity and destination-based taxation of profit.

Michael Devereux has not only helped to provide new economic insights, but has also supported their political implementation. In addition to authoring articles that discuss concrete reforms, Professor Devereux has also advised the British government and international bodies like the EU Commission, the OECD and the IMF.

As part of his guest professorship, Michael Devereux held the 10th Richard Musgrave Lecture entitled "Taxing Profit in a Global Economy" on 12 April 2018 in the Kleine Aula of the University of Munich.
